People with no means are obviously criminals, and there are vast numbers of people who use drug dealing, purse snatching, car stealing, burglary, pimping, robbery, identity theft and other criminal means to support themselves. The police should target these people because targeting criminals is the surest way to reduce overall crime levels. Drug dealers who drive flashy cars, gang members with big gold medallions, and mafia bosses who own mansions should be asked about the source of their money. If they cannot establish their money came from a legitimate source, then it should be deemed to have come from a felony and they should be jailed accordingly.
