The purpose of this register is the same as the Individuals Register. Registration should be required for all foreign nationals who wish to:

  • Enter the country;
  • Own domestic currency;
  • Own domestic land;
  • Own shares in domestic companies;
  • Commence or defend domestic legal proceedings;
  • Be a director of a domestic corporation.

The Foreign Nationals Register should contain the same fields as the Individuals Register. It should reveal whether a person is currently in or out of the country, how long they are legally entitled to stay, and under what visa conditions they have entered. This information should be publicly accessible and, among other uses, will allow prospective employers to know whether they can employ a person and for how long, and members of the public to report the location of persons overstaying or breaching the conditions of their visa.
